Scuderia Toro Rosso has officially confirmed that they will use 2015 spec Ferrari power units in 2016. Rumors about the less than well kept secret has been out for a while, not the least because of statements such as those uttered by Toro Rosso driver Carlos Sainz jr, such as:
"While I cannot mention the name of the supplier, I think we could be considered even more of an Italian team after this,"
The deal was supposedly sealed right before the season finale held at Abu Dhabi, but even then it wasnt until late wednesday this week, when the FIA confirmed that engine manufacturers may supply customers with units of earlier specifications, that the deal was actually given green light. Toro Rosso confirmed their new supplier hours after their sister team, Red Bull, announced that they will use Renault units branded as TAG Heuer in 2016. Hopes are that the Ferrari units will increase the team's competitiveness with more horse power and better reliability.

This deal was actually already announced before the FIA decided to force manufacturers to supply the exact same spec PU that they use themselves. So they had to make an immediate exception to their new rule... Once this was announced it was obvious, so Sainz did not really give away any secrets ;)
